Medical Center Director

David M. Walker, MD, MBA, DFAPA was raised in Vicksburg and Clinton, Mississippi, and received his undergraduate degree in Chemistry (BS) from the University of Southern Mississippi. He then joined the United States Air Force and attended medical school at the Uniformed Services University of the Health Sciences (USUHS). After medical school, he chose a combined military/civilian residency in psychiatry at Wright Patterson AFB/Wright State University in Dayton, Ohio. Upon completion of military residency training, he served at Travis AFB before pursuing an interest in forensic psychiatry. • Led the combined Air Force/VA psychiatric unit and held a faculty appointment at the University of California at Davis completing fellowship training in forensic psychiatry at the University of South Carolina. • Chief of Hospital Psychiatric Services at Lackland AFB • Faculty appointment at the University of Texas Health Sciences Center at San Antonio. • Clinical Director of Forensic Services for Georgia’s only maximum-security forensic hospital, Central State Hospital (CSH). • Taught medical students from Mercer University (Macon, Ga) and forensic psychiatry fellows from Emory University (Atlanta). • 2009-Medical Director of Mental Health and Behavioral Sciences at the Robley Rex VA Medical Center in Louisville • 2009-Associate Chair of Veteran’s Programs for the Department of Psychiatry at the University of Louisville. • 2012-named Deputy Chief of Staff for VA in Louisville. • 2013, appointed Associate Chief of Staff for Ambulatory Care for VA in Louisville. Dr. Walker is a member of the American College of Healthcare Executives. He is a Distinguished Fellow of the American Psychiatric Association and has served as president of the Kentucky Psychiatric Medical Association. Dr. Walker also completed a Master of Business Administration degree (MBA) in 2012 at the University of Louisville

Associate Director

Mr. Kai D. Mentzer was appointed the Associate Director of the G.V. (Sonny) Montgomery VA Medical Center, effective September 30, 2018. Prior to his appointment as Associate Director, he served as the Assistant Director of the Overton Brooks VA Medical Center, and Acting Associated Director at the G.V. (Sonny) Montgomery VA Medical Center on a 120-day detail. Mr. Mentzer served in the United States Army from 2003-2007 as a Nuclear, Biological, Chemical and Radiological Specialist. This experience included both domestic and international operations in Afghanistan, South Korea, and the continental United States. In 2009, he joined VA as a Technical Career Field (TCF) Intern with the Southern Arizona VA Healthcare System, a level 1a facility in VISN 22, after working for a non-profit community hospital, the Tucson Medical Center. In 2011, he relocated to the Bay Pines VA Healthcare System, a level 1a Florida facility in VISN 8, where he held numerous roles simultaneously, including Assistant Chief and the Administrative Officer (AO) for the largest Environmental Management Service in the nation and had oversight for nearly 400 staff and responsibilities for Housekeeping, Interior Design, a Minor Maintenance team, the Transportation and Grounds Program, and a VISN consolidated Linen Facility. He also held the role of the acting Chief Logistics Officer, the health care system’s Integrated Ethics Program Officer, and as the Health Systems Specialist to the Director. Mr. Mentzer is a graduate of the University of Arizona, a 2015 graduate of the Healthcare Leadership Development Program (HCLDP), and an active member of American College of Healthcare Executives (ACHE).

Chief of Staff

Susan A. Roberts, DO, MPH, MBA, FACP, was appointed Chief of Staff on November 27, 2016. Prior to this appointment, she served as the Interim Chief of Staff at the Gulf Coast VA Health Care System in Biloxi, Mississippi. Dr. Roberts received her Master’s Degree in Public Health from the University of Rochester, and her Master’s Degree in Business Administration from Oregon Health and Sciences University. She is Board Certified in Internal Medicine, a Fellow of the American College of Physicians and a member of the American College of Healthcare Executives. She has extensive experience in various medicine programs and has served in a leadership capacity since 2010.

Associate Director of Patient Care Services

Eva Santoyo was appointed as the Associate Director of Patient Care Services of the G.V. (Sonny) Montgomery VA Medical Center on June 11, 2017. Prior to her appointment, Ms. Santoyo served as the Associate Chief of Nursing for the Harry S Truman VA Medical Center in Columbia, Missouri. She began her career with VA as the Nurse Manager of the Community Living Center in 2010. Ms. Santoyo received her Master’s Degree in Healthcare Administration from the University of Missouri – Columbia and her Bachelor’s Degree in Nursing also from the University of Missouri – Columbia. She is certified as a Nurse Executive Advanced and a member of the American Psychiatric Nurses Association. She has extensive experience in various nursing roles and has been in a leadership capacity since 1999.

Patricia A Lane, Assistant Director

Assistant Director

Patricia A. Lane, LCSW-C was appointed the Assistant Director in September 2016. Prior to her appointment as the Assistant Director, she was the Chief of Social Work at the G.V. (Sonny) Montgomery VA Medical Center. Ms. Lane began her VA career as a Social Worker within the VA Maryland Health Care System (VAMHCS) in 2003. Ms. Lane was responsible for the development of permanent housing of Homeless Veterans or at risk of homelessness through the VA Enhanced Use Lease Program, and development and execution of a Community Resource and Referral Center within the community. Other work experiences includes over eight years with the Maryland Department of Corrections as a Case Management Specialist and Special Assistant to the Warden of Western Correctional Institution and as a service provider for the mentally ill, substance abuse, and homeless populations of Baltimore City. Ms. Lane received a Bachelor of Science degree in Psychology from Frostburg State University and a Master’s degree of Social Work from the University of Maryland at Baltimore. She holds licenses as a Clinical Social Worker and a Substance Abuse Counselor from the State of Maryland. Ms. Lane is a 2006 graduate of the Leadership Development Institute and her individual LDI project was selected to be presented to VISN 5 Executive Leadership Board. This project generated an 8.1 million dollar return on investment. She has also completed Yellow and Green Belt Certification and was a Contracting Officer Representative for many years. She is a member of the National Association of Social Workers, National Coalition of Homeless Veterans, Board Member of the Mississippi Balance of State Continuum of Care; and the American Correctional Association.
